The $176.9 million cement plant project will be a significant driver of industrial growth in the region, creating new jobs and increasing its investment attractiveness.

A groundbreaking ceremony marking the start of construction of the QazCem Industries LLP cement plant, with an annual production capacity of 1.3 million tons, took place in the Baiganin district of the Aktobe region. The new project will become one of the region's largest industrial facilities and will provide a further boost to the development of Kazakhstan's construction industry.

The event was attended by Askhat Shakharov, Akim of the Aktobe region; Guo Yu, Consul General of the People's Republic of China in Aktobe; Zhao Xinjun, Chairman of the Board of Directors of Tianshan Materials Company; Rong Yakun, President of Sinoma Cement; as well as representatives of government bodies, investors and project partners.

Prior to the official launch ceremony, the guests reviewed the progress of the preparatory work at the construction site. Work is currently underway on the engineering infrastructure, the installation of production equipment and the construction of the future plant’s facilities.

Speaking at the ceremony, Askhat Shakharov emphasized the strategic importance of the project for both the region and the country.

"Today, we are launching a major industrial project - a modern cement plant with an annual production capacity of 1.3 million tons. This is a concrete result of the agreements reached during the state visit of the President of Kazakhstan Kassym-Jomart Tokayev to the People's Republic of China," the regional governor noted.

The total investment in the construction project amounts to $176.9 million. It is planned that 75% of the project cost - approximately $132.7 million - will be spent by the end of this year.

Particular attention has been paid to employment issues. Once the plant becomes operational, it will provide permanent employment for 250–300 people. A total of 187 jobs have already been created during the construction phase. Dozens of local residents have been employed through the "Mansap" Centre in the Baiganin district.

The project is being implemented with the support of the Akimat of the Aktobe region and NC KAZAKH INVEST JSC as part of a partnership between the Kazakh company Primus Capital and Sinoma Cement, a subsidiary of the Chinese corporation CNBM.

Saparbek Tuyakbayev, founder of Primus Capital holding company, emphasized that the construction of the cement plant will not only strengthen the region's industrial potential but also enhance the professional skills of local specialists through the introduction of modern technologies and international production standards.

"The cement plant construction project in the Aktobe region is the result of successful attraction of foreign direct investment and the introduction of advanced international technologies into Kazakhstan's industrial sector. For the Primus Capital investment holding, this is not the first project involving foreign partners and international capital. Together with Sinoma Cement, we are creating a modern, high-tech production facility that meets the highest global standards of energy efficiency and environmental safety," he noted.

Zhao Xinjun, Chairman of the Board of Directors at Tianshan Materials, noted that the construction of a cement plant in the Aktobe Region has become the company's first strategic project in Central Asia.

"Kazakhstan is an important partner for China and a key country in the Belt and Road Initiative. The Aktobe project will serve as the foundation for further development of industrial cooperation and the expansion of the production chain in the region," he emphasized.

Rong Yakun, President of Sinoma Cement, stated that the plant will meet modern international standards of safety, quality, and environmental sustainability.

Following the ceremony, participants officially launched the construction and installation works and discussed the prospects for further Kazakhstan-China industrial cooperation.

It should be noted that the Baiganin District is demonstrating steady investment growth. By the end of 2025, the district's industrial output amounted to 216.1 billion tenge, while investment in fixed capital reached 56.8 billion tenge. In April 2026 alone, 19 billion tenge of investment was attracted to the district’s economy.
